Dr. Lybarger has a successful track record spanning nearly 30 years in organization development, leadership development, instructional design, facilitation, competency modeling, and executive coaching in government and private industry including healthcare, pharma, life sciences, manufacturing, transportation, hospitality, food and beverage, retail, and telecommunications.
Dr. Lybarger recently led a transformational change initiative at the U.S Centers for Disease Control and Prevention, training and coaching the immediate office of the director’s team on leading through crises and ambiguity.
Prior to joining Korn Ferry in 2020, Dr. Lybarger was the Director of Open Enrollment at the U.S. Office of Personnel Management, Center for Leadership Development and a senior faculty member at the Federal Executive Institute. In this role, he led the Veterans Health Administration executive leadership team through leading in a pandemic training initiative. From 2003 to 2020, he was president of Lybarger & Associates, Inc. leading client engagements on leadership development, transformational change, and DEIA for agencies like the National Science Foundation, National Institute of Health, National Eye Institute, and the Department of Defense.
From 1997 to 2000, he worked for J. Howard & Associates (now Korn Ferry) as a Master Certified Facilitator in DEIA, training employees at Proctor & Gamble, Merck, Yellow Freight, Charles Schwab and Company, Bank Boston, and Frito-Lay, His private sector (VP, C-Suite) coaching clients have included Graebel Quality Movers, Inc., Gulfside Supply, Inc., Wright & McGill, Inc, Eagle Claw Fishing Tackle, FMC Corporation, Maytag, Schlumberger, Nabisco, Jacuzzi, Kodak, Adobe, Computer Science Corporation, Larson and McGowin, Inc., Dr. Lybarger has held executive leadership positions as Owner, President, CEO, and Executive Director, in various healthcare and social services organizations where he had P&L accountability and led geographically dispersed teams.
He was the owner/administrator of Always Best Care Home Health where he led a multi-disciplinary team of physicians, nurses, physical therapists, occupational therapists, and certified nurse aides. He designed and managed in-patient and partial hospitalization programs for adults and adolescents, leading multi-disciplinary teams of psychiatrists, psychologists, social workers, registered nurses, occupational therapists, speech and language therapists, and psychiatric technicians.
Dr. Lybarger earned his Ph.D. in Industrial and Organizational Psychology from Grand Canyon University, and a Ph.D. in Psychology (Marriage and Family Therapy emphasis) and a M.B.A, from California Coast University, and a M.S. in Counseling from the California State University at Fullerton. Dr. Lybarger is currently a doctoral candidate at Grand Canyon University in a Ph.D. program with a specialization in Industrial and Organizational Psychology (anticipated graduation May 2024). He holds the Master Certified Coach Credential (MCC), the International Coaching Federation’s highest credential held by less than 1,500 people globally. He is a Board-Certified Coach (BCC) from the Center for Credentialing and Education with specialty certifications including Executive / Corporate / Business / Leadership, and Health and Wellness, Career, and Life Coaching Specializations.
