Mr. Kapper has a broad understanding of the funding arrangements and rating methodologies for group benefit plans, including medical, pharmacy, dental, vision, life, accident, and disability plans.
He has expertise in M&A due diligence and post-merger integration activity involving health and welfare programs.
Mr. Kapper is an experienced health and welfare benefits consultant with over 24 years of experience in various roles (consulting, insurer, and plan sponsor).
He brings a great deal of both private and public sector experience with past and current clients such as the Centers for Medicare and Medicaid Services (CMS), Bank of Hope, the University of California, Viasat, Broadcom, Los Angeles City Employees' Retirement System (LACERS), States of UT and NM, HEXPOL, Thales, City of Baltimore, Albertsons/Safeway, LifePoint Health, and Hackensack Meridian Health.
He has been a speaker at various forums (e.g., Government Finance Officers Association of South Carolina and NCPERS) with regard to topics ranging from the impact of the Affordable Care Act to changes in accounting standards for postemployment medical plans.
Previously in his career, Mr. Kapper served as the chief actuary and chief analytics officer at a self-funded trust, the first Multiple Employer Welfare Arrangement (MEWA) to receive a financial strength rating (B++) from A.M. Best. He also held a managerial position at Deloitte Consulting.
Steve graduated from the University of California, Berkeley with a double major in Statistics and Applied Mathematics. He is an Associate of the Society of Actuaries (ASA), a Fellow of the Conference of Consulting Actuaries (FCA), and a Member of the American Academy of Actuaries (MAAA).
